The Israeli patent office published in late December the Patent Office Guidelines for Examination. The Guidelines are published for comments though the process for public comments and review is unclear.
The Guidelines currently include a 2 page document with 14 appendixes: http://www.justice.gov.il/MOJHeb/RashamHaptentim/Ptentim/Bhina/
The document generally outlines the prosecution process stating that examiners will adhere to the Israeli Patent Act, 1967, the Patent Rules (as amended), the various publications of the Patent Registrar (Hozrei Rasham) and the quality assurance process. Certain files will be reviewed for quality.
